2001 supercrew. having problems (4x4 and electrical)

4x4 problems?
Fuse #23?
Does your drive shaft spin when 4x4 high is engaged?
Do the solenoids click on the firewall? They're located behind the battery on the firewall...
Does the vacuum actuator engage and move the arm on the top of the front diff? (remove cover, 3 bolts)
Does it throw 1"? Smoothly?
Does The 4x4 light come on?
Do you have a vacuum leak in any of these lines?
