Just curious if you have driven it yet? If so, are you also having issues with the transmission not shifting as well. Fuse number 23 controls the heater circuit for your O2 sensors, but it also powers all of the shift solenoids.

I think you should check fuse 23 before jumping to conclusions.

That # 23 fuse was good. Also found that o2 sensors on each side before the cat converters were not plugged in to their harness. After plugging those back in no difference. Truck has no power. It will start right up and dies immediately. After 3rd try it will run. After it warms up roughly 10 mins i can give it gas and it will go to around 3k rpms. When i let off the gas it almost dies but then idles up. Does this make any sense

Now that you've done that, you may want to try resetting the ECU. disconnect the battery for about 20 minutes, and then see if it helps.

No change after disconnect battery. Even went as far as checking to make sure plug wires were in the correct order. They were. Next check each wire for spark at coil packs. What was odd each one seem to be firing but never any change in the way the engine was running as each wire was pulled off the coil pack to check for fire.
