Those fees in Colorado are just as high. Some states have a cap on them, others seem to be a free for all fee. It is different here from dealer to dealer so I subtract it from their discount to figure out the real discount.

Default New to the road tax

You may be referring to the "New to the road tax" that Florida charges to any vehicle that has not replaced another. For example, you move from another state to Florida, your vehicle is new to the state and is charged that first very high tax. The same goes for a family that buys a car for their teen who has never owned a Florida vehicle. The idea (and not a bad one if you're a Florida resident", is to equalized the expense of highway maintenance and construction to those who are new to the state and haven't ever paid vehicle tax previously in Florida. It's only charge with the first registration.
