89 f150 etesting issue

Default 89 f150 etesting issue

1989 f150 302 5spd
truck is pretty much stock except for headers and aftermarket exhaust & catalytic converter
I took it for an etest for my father (its been his truck for 20 years) and it failed horribly and have no idea if it would have even passed 10 years ago or not (see below)

2500rpm: HC (ppm) -> passed
CO% --> limit 1, reading 1.27 Fail

idle: HC(ppm) --> limit 200, reading 404 Fail
CO% ---> Limit 1, reading 8.47 Fail

So now my father sold this truck to me, and i want to get this issue fixed so I can drive it yearly.

Also would consider an engine swap looking for great ideas (i don't need to much power, but lumpy cam for sure)
Looking to see if anyone knows of this generation having issues with the emissions system - or even something to look for.
Needing a place to start! thanks for the input!

If you live in Ontario...you don't need to pass the truck is older than 26 yrs...if from another province check with your transport ministries to find out if you need a test

I was reading your post on my phone ....so I now see your licence plate, that you are from Ontario
As said you dont need a etest because of age of truck also now they plug into onboard computer which I dont think you have Very nice looking ride

sadly, its 88 and older that do not need to etest. I ,unfortunately, have an 89 so I need one. If they only kept the 20 and older rule for etest I would be golden, and it's a sniffer test and it failed miserably.
Any suggestions?
