Question Trailer plug wiring problems

I have a problem with the factory wiring on my trailer plug for my 04 f-150. I have no parking lights at all unless I put the truck in reverse and then they light up just fine. I have checked the fuses and it is missing one for the parking lights. When I put the fuse in the parking lights on my boat trailer indeed work but the back up lights on the truck come on? Am I correct in my thinking that Ford wired the harness wrong for the plug and somehow got the parking and back up light wires mixed up? Brake lights and turn signals all work fine. It is doing it on both the 4 and 7 pin connectors. Thanks

Not sure if this helps but I had to add a relay to the right front kick panel fuse box before using the 7 pin connector. On my 05 Scab FX4(bought it new)-it was in my glove box with the factory e-brake harness. Cant remember the location number. Also after hooking up my trailer I have to turn the key off and back on.
