for instance, im looking at buying Red Dirt Road RD04 17x9's, they have two different offsets. -12mm or 0mm. Will the -12 push them out further?

stock offset is a +44. If you go with a 0 offset you'll be sticking out about a 1/2 inch or so. A -12 you'll be out an inch-ish. This also depends on the width of the tire. I've got a buddy that runs 35x12.50 on 0 offset rims and his stick out about an inch to an inch and a half (never really measured, but I'm eye-balling), and another runs 275-70r18 and it's only a half inch.

4.88s would serve you well if you truly plan on going with 38" tires. But you'll need at least 9" of lift to fit them. There are people running 7-8" of lift and barely fit 37s. Then there are some that have cleared 37s with trimming on 6" of lift. But to fit 38s you'll be getting in to trimming metal, and I'm sure you don't want to do that.
