Default Stepper motor or connection, what do you think?

I monitor my fuel level with Torque Pro on my head unit because I have suspected problems with the gauge in my dash cluster before. Well I filled up with gas yesterday and the Torque Pro reads correctly (100% give or take some foe sloshing) but my gauge in my dash cluster has only slowly climbed to about 75% so far. It barely made 50% after an hour of driving yesterday. So what do you guys think my problem is, stepper motor, connection, or something else?

My 08 will do that every now and then, but it is too random to worry me right now. However, I had a similar problem in an 05 mustang and it was the stepper motor.
