Sounds like the snap ring just popped out of the groove that holds the column bearings together
Tear down and inspect is next, once you get the tilt housing off, you can replace the bearings and the snap ring and collar
I used to replace everything I touched in there after disassembly, most of those column parts are / were dirt cheap
