You could also have an ABS problem. Did this issue become noticeable after your ABS actuated? If so, one of the system valves may not have fully reseated. It's not common on the Ford ABS modules but seems to be on other manufacturers, in fact my neighbor has a Mazda that does exactly what you describe, and it started right after his ABS system activated.

Bleeding the brakes had no effect and changing the master cylinder didn't either.
