Reusing spindle nut-2WD Rotors

So u never chd nuts when chging stock rotors? If there wasn't a castle nut, i could see it, but with a cotter pin i see no logical reason to waste customers 50$.
Ford parts dept said they used to not have castle nut but they upgraded and never chgd nut. Not sure what to think, but makes sense
