Default Front wheel bearing/hub replacement because of clicking?

I've gone through a number of the posts on here regarding clicking from the front wheel hubs. I've changed out the IWE, the solenoid, the vacuum lines, and the check valves as well as confirmed that I am pulling a vacuum on the system as required and the axle does not turn when the wheel turns, which most of the posts seem to point to. Funny thing about those parts, none of them really needed to be changed, but ehh..not I have some new parts in there.

So I'm hearing a pretty loud clicking sounds coming from the drivers side front wheel. I hear it in 4 wheel drive too, which leads me to believe it's now, either the wheel hubs, or possibly the CV joints (although I still hear it in 2wd when they aren't turning).

I've jacked up the front, with the engine running and pulling a vacuum on the IWE system, and tried rotating the wheel and it does not click. It only seems to click when there's weight on the wheel.

So now I'm going to attempt to change out the wheel bearings, but to get a whole new hub system, I'm looking at $350 or so to get motorcraft parts. However the actual bearings themself are like $10 ea. Has anyone tried changing out just the bearings? I know it's easier just to change out the whole hub system, but it's also a lot more $. I can't find anyone who's done this or any videos on how to do it.

Do you have the small hubcaps? Have you looked inside it for rocks?
