It's possible there was moisture/water present in the lines that the shop didn't blow out and got into the newly installed ones.

That makes sense but on the work order it states labour " to remove and replace both actuators, solenoid and clean vacuum lines".
Of course I have no way of knowing if they actually did clean the lines...
