The inner cable can be tight while the outer layer is not. There is a shoe adjustment at the rear brakes, but I'm not sure how much it will help.

parking brake setup on our trucks is is not so good. the adjustment is the same as an old drum brake setup pull the plug and turn the star wheel.

Remove the rear rotors. If you're brakes need adjusting, the rotors should come out very easily. Turn the star gear two or three times, try to place the rotor back, if it wont go in you went too far if it goes back in as easy as it came out you havent gone far enough.

Did this on my truck a few months ago. I did attempt to go in from behind through access hole but it was impossible to adjust that way.

Good luck

When you look at the backside of the brake backing plate, below the axle, you should see an oval shaped rubber plug. Pop it out, and shine a flashlight through the hole. You'll see a threaded fitting and what looks like a gear on one end. That is the adjustment star.
However, since it has probably been a really long time since the parking brake was maintenanced, it would be a good idea to simply remove the brake rotor so you can examine the brake shoes to see how much material is left. Also, remove the adjuster mechanism, clean it, and lubricate the threads with high temperature grease (I use disc brake grease), then reassemble and adjust to where the rotor just does slide over the brake pads without resistance.

Who can ever remember? Not me! I raise the wheel off the ground and spin with one hand while adjusting with the other.
