Default How to address this rust, por15?

I had some weird electrical stuff going on. Finally found the problem the ground stud for the fuse box in the passenger footwell has totally rusted apart.

I made a new ground stud in the good metal, and everything functions now.

My question is how to stop this from spreading further? Can I just coat this with POR15?

Drill a new hole for the ground wires above where the rust ends and reattach the grounds, that about the only thing you can do at this point.

Everything was dry. No water anywhere. Weird how it rusted. Seemed to start right at the ground bung and spread from there. I looked around no water on channels either. Rust on this truck starts from the underside due to salt.
