I 2nd the heat gun and plastic putty knife. I've used a metal knife wrapped in a towel as well to get residue off. Better yet, if its hot where you are, park the truck in the sun + heat gun. Blow dryer will unlikely work, hard to tell by the photo. It will take several minutes of direct heat, not just a quick minute.
Goo gone is only good when the sticky problem has a paper like backside to soak into.

You could try the aforementioned putty knife or better yet a plastic widget, found in the paint department at Lowes or Home Depot, but note that it will be slow-going. A rubber wheel like this one will work a lot faster, but you'll need two or three if there's chrome mylar on the entire rocker panel. It will take most of the adhesive with it tho, saving you from much of a very messy GooGone step

Here's a backyard trick:
If you're a really brave soul you might try a razor blade scraper. Slightly dull it by dragging only one side of it three or four times across a smooth concrete floor (it rolls the edge back), and using ONLY that side against the truck to get under the edge of the chrome at a low angle. I do that fairly often but rarely in front of a customer
You probably know this but GooGone is for removing the adhesive residue and not decals themselves. It won't penetrate vinyl.
Disclosure: I do this professionally too.

If that's chrome mylar it doesn't come off the same as stock vinyl, nor is a hair dryer/heat gun effective on it as it is with regular decals.
You could try the aforementioned putty knife or better yet a plastic widget, found in the paint department at Lowes or Home Depot, but note that it will be slow-going. i think I'm gonna go with the wheel option. is there any certain wheel you recommend on Amazon. (ordering there bc i have prime.) the adhesive is not everywhere where the chrome was. some of it came off with the chrome panel. it's just scattered around. also one more question. there are a couple small small spots with bubbling from where water got trapped in the underneath of the panel. (guy that put it on might not have known what he was doing) I was using 1500 grit sandpaper, is that the best way to remove that?

Yup, that's the one. Remember...
Don't linger too long in one spot, keep it moving, and don't press down hard. You don't need to.

They make plastic razor blades for helping take things off without scratching. Wont help with the big stuff but after when you are cleaning things up.

Rapid Remover!
I've gone through a couple bottles, its a staple of my detailing supplies. It takes off adhesive, tar, anything sticky.
I use it around the house to get sticky crap off any surface. You know those paper labels stuck to cookie sheets, well they are dang near unremovable when accidently stuck to granite.
Rapid remover to the rescue.
I also used it one on my grand-daughter to get band-aid residue off her ankle. Spray on, wait a few seconds, wipe off without scrubbing.
