Default Headlights not working.

2004 f150 lariat 4x4 non drl.
Headlights not working in low beam or high beam. The flash to pass works as does all the other lights. Changed out mfs(multi function switch) also the headlight switch with new. Changed out both 23 and 25 fuses with new. What else could i try. Also I tried different bulbs and that didn't work either.
Thank you
Jason

Check fuses 35 & 40. If they are good try swapping out relay RO3. Worth a try. I think RO3 will interchange with RO6 (blower motor).

I know this thread is old, but for future folks with this issue. I found that the LOW Beam voltage goes the the "high beam" stalk before going to the headlight switch, so there's a probability that the stalk is bad once the simple things have been checked.
