Since replacing the PVC Heater I have had no more issues with the fuse popping. I wish I had a little more insight to give you. Keep me update in your findings as this may end up happening again to me or somebody else reading these post....

Your fuse 14 is a 10 amp. It supplies voltage when key is run position, to the pcv heater circuit, the Day time running relay circuit, the digital trans range circuit, the brake pedal position switch circiut and the AC high pressure switch circuit. If you run Your HEC tests it may show up. Press your reset button and turn your key to accessories and test will start after 5 second press of button. Make sure you have a new fuse in circuit or circuit tester in place. Test starts with sweep of cluster hands and navigates thru all the tests. It will do a complete light circuits test. If you don't pass it is a CanBus communication error. You will need to isolate each circuit to find the short/ground malf. Possibly a circuit doesn't work at all.

Thanks guys I will try to run this test soon. By the way, I had the truck at the dealership for a few days getting some transmission work done and I am hoping they plugged the pcv heater in since I had it unplugged. The fuse seemed to start popping as soon as I received the truck back. I did not think to check to make sure the heater was still unplugged. I will be very happily surprised if it is plugged in...thanks!

OK wow, my suspicion was correct! The dealership plugged in the pcv heater-sorry just a false alarm! I am surprised they noticed this when they were doing transmission work, they probably ran codes or something.

Thanks!

Thank you! I believe this is the issue we're having with my dad's 04 F150 with only 47k on the clock.

thank you guys i would have never found this without you. I took out the pvc heater and sure enough the wire insulation had shrunk revealing bare wires that touched each other. this part probably doesn't engage unless it is cold enough so it would only happen in the cold at engine start up. I wrapped the wires individually with electrical tape and reassembled.

I had the exact problem, mine looked just like yours. For the short term, I just did what you did and wrapped the wires individually, and then wrapped both together to protect them. What I can't figure out is why didn't it blow my fuses prior to last week. it seems as though they would have had the opportunity to touch together before then. Guess I moved it around a little when I replaced the cam phasers, but you would have thought that if the wires weren't touching before, they wouldn't now.

For what its worth, I found that you can get this part online. Its a ford part only from what I can find. Research part number 9F695 Ford. I don't know if will save you any money against your stealership, but its worth looking into.
