because the new farm bill would allocate money for cellulosic ethanol production and florida has the largest citrus and sugar cane industry in the country, the goal was to use the waste and byproduct to produce the ethanol and to take the pressure off of maize production, thereby lowering corn prices, in turn lowering beef and poultry prices. Since the cellulosic production was NOT going to negatively impact citrus production in a way that would require citrus growers allocate seperate crops for fuel.

that bill wasnt bogus and the "liberals" werent blaming anything on him, NAFTA was severly impacted florida agriculture since it was signed, both my father and grandfather were career agriculture men with A Duda&Sos....and im not a liberal.

Actually Bush 41 had proposed and organized it before losing his re election bid and would have signed it if he were to be re elected.
