My tranny is slipping now... doing the fluctuation thing now and will act like it goes into neutral.. don't do it when cold. What was the fix Scorge, complete rebuild?

Did you ever get to the bottom of this? I have the same issue with my 2004. When I'm traveling at a constant speed (whether it's really slow in a parking lot or on a highway) I get a very light surging. I do occasionally get a power drop out when accelerating from a light too. In either case, if I press the gas harder it goes away.

Surge diagnosis includes vacuum leak testing of the intake manifold
I would be checking the fuel trims too
** It is likely to be the fuel injection causing the surge due to a vacuum leak
I sure would be checking all those hoses / pipes that hook up to the intake on that 06 5.4 for being collapsed
Fuel trims check would be first up
There is a surge diagnosis flow chart in the PCED

I know this is oldish but seems an active issue, and I am intrigued.

Techrep... I don't know if it could be similar to an older xmsn type issue, but...

I had a '95 with the E4OD that had an intermittent "into idle" type symptom (like if you pushed in the clutch on a manual, while driving at speed). Dealer[s] couldn't ID, but a local expert found it was a bad "idle sensor switch" external mount and cheap easy fix.

I've no idea if something similar could be the issue on these xmsn types.

I also had a 95 with an E4OD but don't recall it doing anything like that.

This sounds more like you are describing the range sensor problem where it would shift into neutral and then back into drive while you're driving I had that happen on my 94 with the e4od. The repair was replacing the trans range switch and connector.

OP buy a cheap scanner like this one for 17 bucks on Ebay
You can check some of the live data with this PID (parameter identifier)
I'd start with the monitoring the O2 sensors PIDS and the fuel trim PIDS for a surge concern
How bad is it?
Some surge is normal if you are really tuned in to feeling for it
I can feel my van slight surge using cruise, but have to "feel" for it
Cheap and easy these days, 17 bucks on Ebay  You can clear and retest your own codes and check
