Electronic Rust Proofing
They are quite popular in Canada... some dealers are actually offering them off the lot...
I have one sitting in my garage, ready to put on my truck, just haven't gotten around to it yet.. should get to it though..haha. The snow will soon be flying..
Here is one version with some reviews...

For what its worth about 14 years ago I bought a 63 F250 that had some kind of electrical rust proofing device. The truck was 32 years old and didnt have a bit of rust on the cab, doors, fenders, hood or frame but did have tons of rust on the utility bed. There were steel straps tieing all the body parts together except the utility bed. The truck already had the device on it when I got it so I cant tell you anything about it like how long it was on or who made it, all I can say is the truck was unusually rust free on the body parts that were strapped together.
