Your problem with not being able to fill tank is the air not having a place to go as you enter gas . The tank has a vent solenoid to its vent tube that is normally open . That allows the air out after passing thru the carbon cannister . The vent solenoid is only closed during a vacuum test of the tank by computer .
So your vent sol maybe clogged , your carbon cannister may be bad -saturated with fuel if you top off tank too much .or your purge system is not working to clean carbon cannister . You have a purge valve on firewall up front .
Test your purge valve and solenoid vent , you can remove vent solenoid and try to fill tank . You may need a junk yard carbon cannister . There is also a dust dirt chamber in that line I'm told . One guy swamped his by running into a water /mud ditch . you can test valves with smoke or by blowing thru them . They are 12vdc so its easy to jump /bench test them . Some people try to fix their carbon cannisters ,with activated carbon replacement - don't know if that works .

I bought new keys probably a year ago, all my chimes work. I get the other key and see. The tank issue started right after i replaced the fuel pump. Do you to drop the tank or lift the bed to get to the vent solenoid? What a pain in the ____!. Ive watched a couple vids where the guys used a keyhole bit and drilled a hole in the cannister dumped the charcoal and cleaned it in a bucket with dawn and rinsed until the water was clean. Then spread h charcoal over aluminum foil on a grill @ 400 for 20 minutes, then after cooling down put them back in the cannister and placed the plug they drilled out back in the hole with some fiber mesh and some plastic weld epoxy and they say it worked.
