not a crazy amount of water, and it only got in through the 3rd brake light housing. How would I diagnose BCM problem? thanks for the help

just wanted to update the situation,

I replaced the central junction box (fuse box) and the outages still persist. What else would cause multiple fuse outages? I guess my question is, what devices is responsible for telling the fuse circuits when to turn on and off? I don't think it's the wiring as I jumped the fuse on one of the powerless fuses and that circuit worked fine.

Check the BCM it will be behind the rear seat on the drivers side, it is possible some water followed the wires down to the module and possibly shorted it out. The BCM actually controls many if not all of the functions you have lost so it should be the next step. Body Control Module or BCM is a black box on the rear wall behind the rear seat and carpet.
