No, you need to press the new races and bearings in on the new front rotors on 2wd trucks.

I take that back...depends on the rotor. I am seeing some on amazon that have the hub attached to the rotor already...

Powerstop kit comes complete with the bearings in place, You just take out the old, and insert the new.

This is incorrect. 2WD rotors for this generation have a sealed bearing unit in them. They are not packable tapered roller bearing as most traditional designs of other 2WD trucks are. It's one complete unit that at best you can have pressed in and out of an old rotor, but since you are replacing, just make sure you use a new spindle nut and rock on.

As far as the 295 ft lbs, my wrench only went up to 250 and I was assured by a reputable mechanic in my area that 250 was sufficient. I won't tell you to do it if you're uncomfortable, but I had no problems afterwards.

Default I have the 3/4 inch 300 pound torque wrench

That nut is one time use as you stretch threads to the limit intentionally . It is a bad system so I modified mine with centrics to make them like 4x4's . No you can't pack the bearings they are sealed . Once you cook one of these bearings due to a stuck caliper you may be a little mad .
