What are the best mods you can do to the 5.4?

Keep ur foot out of it and stay under 2k rpm ull get around 15, at least I do and I have 33's.

Agreed, definitely keep it under 2k rpm as much as possible. The more you are over 2k the faster you'll see your mileage drop.

I've said it before, and I'll say it again, modding for mileage, you bought the wrong vehicle.

Your best bet would be to find a used one for sale. That is, unless you have the money to spend on a new one.

That would be the best way to get a noticeable increase in performance. All the other small bolt on type of things won't do quite as much for you.
