Default 5.4L 3v ISSUE

I'm still chasing something funny with my truck.
RPM when warm are 580.
If i give it gas then break they drop to like 250 then back to 580. This is really causing power issues with voltage. Dos this more often as temperature drops outside. right now it's like -10

Have you tried cleaning the throttle body? Any trouble codes?

Hmm, super cold causes this. As nrivera04 said, clean the throttle body and also the MAF. When was the last fuel filter change?

No throttle cleaning yet, fuel filter new in last summer.

Okay, try cleaning the throttle body and MAF. Walmart has a special small can 2 pack from CRC with a dedicated cleaner for each item.

Default Did some cleaning

Ok so I cleaned the MAF and the Throttle Body.
I cleaned the MAF = No change.
Throttle Body, I took it right off and use cleaner and toothbrush to get everything I could. Took TPS off and cleaned around the bearing, and I also took idle air control motor plate off and looked inside for missing teeth.(none, but a pain to get spring back together) I noticed an adjustment screw for Idle that stops the Half-moon-gear from closing the throttle plate close. As I had the throttle body in have I push the plate closed(hmmmm) I would think that this screw would stop the plat from closing all the way? As I flick the plate open and let it release it would sound like the plate is going past the idle potion to closed then to set position.
