The issue is trucks that have the oe tow package and non tow package have different rear bumpers.

With the tow package the bumper mounts to the hitch, the non tow package mounts to the frame.

I don't believe you can mount a bumper meant for the tow package directly to the frame. The mounting hardware wouldn't be present.

The picture he posted showed 4 studs by the bumper brackets, and 4 clip nuts on the hitch. That's what I'm going off of. I never messed with the hitch on my '07 with the tow package, but I did have to replace the bumper on it (got rearended twice). I don't remember even having to remove any brackets though. Doesn't the bumper unbolt from the brackets?

I have a hitch, but not a factory one. I had to replace my bumper years ago too. It mounted directly to the truck and had no contact with the hitch. I do remember it had mounting brackets / hardware.

They sell these bumpers listed with the factory hitch or without the factory hitch because they mount differently. What I'm saying is, I'm not sure the bumper pictured can be mounted to the truck without the hitch.

Ford made it super confusing.
