This is one of my biggest concerns - lockouts were installed instead of all new parts.

The service records are also lacking for many years of this vehicle.

Lockouts to me means its only worth scrap value. Drive it off a cliff and collect the insurance. Buy a '97-03 F150 4.6/5.4 if you want something cost effective and reliable that doesn't have VVT.
