Purpose of mud flap

Purpose of mud flap
The mud flap (is that the right term?) under the engine of my 2004 Ford F150 Supercab Lariat has pulled loose from 5 of the plastic plugs that holds it to the frame.
Any ideas where I can get these plugs from?
What is the purpose of this thing? Just to keep mud out of the engine? Could my recent creek crossing have torn the flap loose?

Keeps the bottom of the engine somewhat clean. It may help in keeping some of the cooling fan air directed in or around the radiator, but I'm not sure of that.
The plastic plugs can be purchased from your local NAPA store. I've bought many of them in different sizes and types. It's much easier if you can bring one into the store as an example. They have a book with every example known to man with these plugs; the NAPA store I go to in Coppell (outside of Dallas Texas) has always had in stock the plug I've needed.
