Default 06 - 5.4 XLT with tow package - engine temp guage

no matter what the outside temp is from 10 to 110 - idle or pulling my boat in a 8% grade in 100 degree the temp guage is always mid center. not stuck when cold shows full cold and comes up to mid and just sits there. normal??

It's just a dummy gauge. Your CHT and water temp are definitely fluctuating, you're just not seeing it.

With my scangauge showing my actual temps, I always know where it should be. 178-180° when it's very cold. 190° ish during the summer.

Mine does the same thing, it didn't move towing my trailer up an 11,00 ft mountain range. However, I put a ScanGauge II monitor on my truck and it showed my coolant temp rose about 20-30 degrees climbing the mountain range. It was summer, and I had the A/C. the Scangauge can also help you monitor other engine functions and helps me monitor my gas mileage. Bought mine on Amazon many years ago.
