Not getting pulled over does not equate to not blinding the crap out of other drivers.

There a ton of drivers in Illinois that don't have the proper set up and it's quite noticeable. I've actually made a u-turn on a guy for what I thought was having his brights on, turns out it was HIDs in a stock housing. I've also mad a dude pull over on a two lane road for his HIDs blinding me from behind, I couldn't see a damn thing because they were in my Sideview mirrors. Again in a stock housing. It may not be a huge difference to those of you that do that, but when it potentially puts people's lives at risk (or my dog's) I take up an issue with it.

The out of control headlights and the blacked out tail lights are both a PITA.
I'm not a careless or aggressive driver.
Have almost rear ended a truck with blacked out tails as the brake lights didn't stand out.
Drivers need to think more about safety first and the truck appearance after.

Unless it's done right my tails ate blacked out from the inside with a clear lens and leds. They are bright even before I hit the brakes
