X-Plan price is a percentage over invoice. THEN rebates and incentives are subtracted from that price. If you're eligible for X-Plan pricing, you can go to the website, enter your Partner Code, and look at the different vehicles. You will see the MSRP, X-Plan price, incentives in your area, and then the total price (which is the X-Plan and incentives subtracted from it).
I ordered my 2013 F150 Limited using the X-Plan. I was given the "worst case" price, which is just the X-Plan pricing. It's the "worst case" price, because they don't know what incentives will be available at the time of delivery, so they can't tell me what the final price will be. All I know is that it will not be higher than the X-Plan price, but it could either be what the X-Plan price is, if there's no incentives at the time of delivery, or it will be lower than the X-Plan price, if there are incentives at the time of delivery.

Flea has already stated that he used X-Plan on his 2013 Limited. I also used X-Plan on my 2013 Platinum.

Just to be clear, the X-plan is actually lower than invoice, however once the administrative fee is added, it ends up being a few hundred dollars over invoice. Here is the formula, straight from the Ford Partner website:
Dealer Invoice - (0.4% * Dealer Invoice) + $275 Admin Fee + up to $100 document fee
Dealer Invoice - (0.4% * Dealer Invoice) + $275 Admin Fee + up to $100 document fee
