Because it's possible to put in different spring rates, which would affect the boost levels in conjunction with a tune. The owner could simply remove the tune before bringing the vehicle back in, but the likelyhood of them ALSO returning the WG springs to stock would be unlikely. Usually there will be small tell-tale signs of modding a vehicle and to CYA they look out for these signs to deny claims.

Am I the only one that thinks the OP's buddy is full of ****? What is the stock boost level on an Ecoboost? 6-10psi? So the wastegate is bleeding off 38-42psi ? That doesn't even make sense from a turbo sizing point of view. If you are bleeding off that much pressure then put a smaller turbo on for faster spool up. Especially on a truck where high rpms are seldom seen, and the smaller turbo running out of breath isn't a concern.
