Im guessing its a replacement bumper but then again.....

is it ??

Looks to be a front bumper minus the fog holes.

I fail to see the issue? what am I missing?

It looks odd with the bump pads missing as well as the lower valance.

Yup. I just replaced my bumper pads and air valance and that is how it looked underneath it all.
