Turbo
I have a 2014 eco boost. I believe the turbo went out today. I’ve been having the po299 code. It has been making a sound like the transmission was slipping and now it started a weird chipping and shuddering sound under load. It also does not have any power and it has a weird burning smell. The question I have is do you have to change the turbos in pairs and should you buy new or rebuilt turbos. The truck only has 53000 miles on it.
Not sure it would create "chipping/shuddering", but check the electronic blow off valve on the intercooler. They have a tendency to tear the diaphragm and can cause P0299. Potentially if bad enough, could likely cause running issues as it would always be bypassing boost pressure (low power would result).

Turbos would be my last resort, as they are expensive and labor intensive. Can always pull the intake boot from each and give the impellor a wiggle. Some side to side is OK, but axial play is not. Side to side enough to touch the compressor housing is also not OK.
I also hate to say it but in my experience, P0299 popped up for me when i experienced the ever so common EB timing chain issue, which would also cause the truck to run poorly. Ever see P0016 as well? Is it pending?

Both turbos are controlled by a wastegate solenoid on the top or near the top of the intake manifold. The boost PRESSURE is what opens the wastegate, so the wastegates are closed until the solenoid sends boost pressure to open them. The vacuum itself is created/assisted by the vacuum pump at the back of the passenger side head, but is likely not involved here. When i popped P0016, it came with P0299, but YMMV.
