That's exactly what it looks like and no wonder it cracked the lens before breaking loose when the op tried to remove it. Wonder what kind of asshat mechanic would do such a thing let alone at a dealership, wtf?

Well just spoke to the Service Manager and he said that he would replace it no problem. He stated that there is a TSB that states to use silicone to seal it up. I'd be interested to find out if Ford truly has a TSB for this.

Does anyone know that if they replace it and insist on siliconing it in and I refuse, can they void my warranty for any future third tail light leaks?

This is the only thing I could find:

TSB Number:
ASI-44284
NHTSA Number:
10054549
TSB Date:
November 1, 2013
Date Added to File:
February 3, 2014
Failing Component:
(Pws)
Summary:
Ford: there is a water leak in the area of the center high mount stop lamp (chmsl) and would need to be isolated to determine the cause, if any. Model 2011-2013 f-150.

they could create a gasket using the silicone, on the light, let it cure, then install the light using the mounting screws to draw the light in, putting enough pressure on the cured silicone gasket to form a water tight seal that would not be permanently bonded to the body. This would take more time, but it would be the proper way to do this kind of seal using the given materials.
