I work at ford and have installed tape on some holes in the past on the older style 96-03 trucks. I was told tape was there to stop whistling sound when driving at higher speeds.

I'm the second owner, but I have the window sticker and they were installed at the factory. (Lariat with appearance package)

I'm going to get some rubber plugs one of these days and plug those holes. It seems that dirt and water will get in there and let the rocker panel rust begin.
