I went and bought a new blower motor from my local Ford dealer.
They warrantied the resistor. (Thank you Ray Seraphin Ford)
Here are some numbers that might help someone.
New motor windings resistance was 2.3-3 ohms.
Running the motor amperage was:
High--17.5 amps
Medium high--10.5 amps
Medium low-- 6.3 amps
Off/idle--3.9 amps.
My old motor on high was 25.5-26 amps.
Windings measured 0.1 ohms

I'm going to start shutting off the power to the hvac controls when I don't need the fan.
Maybe I can get another 12 years out of this resistor.
