Remote start Fob won't program.

I bought a 2014 F150 Screw used that came with one key. I bought two SA keys off of Ebay. I took the truck and keys to the dealer today for programming. They cut the keys and all keys will start the truck but the new key fobs will not operate the different functions (remote start, lock, unlock and panic). Dealer tried twice to reprogram but couldn't get it done. Any thoughts?

Are the remote buttons and the PATS system separate from each other? The battery only operating the remote functions?

How to re-program your keyless entry remote controls (97-up)
It is necessary to have ALL (maximum of four-original and/or new) of your remote transmitters available prior to beginning this procedure
To program the transmitters yourself:
Insert a key in the ignition and turn from 3(Off) to 4(On) eight times in rapid succession (within 10 seconds) with the eighth turn ending in the 4(On) position.
The doors will lock/unlock to confirm that programming mode has been entered.
Within 20 seconds, program a remote transmitter by pressing any button on a transmitter. The doors will lock/unlock to confirm that the remote transmitter has been programmed. (If more than 20 seconds pass before pressing a remote transmitter button, the programming mode will exit and the procedure will have to be repeated.)
Repeat the previous step to program additional remote transmitters. The doors will lock/unlock to confirm that each remote transmitter has been programmed.
When you have completed programming the remote transmitters, turn the ignition to 3(Off) or wait 20 seconds. Again the doors will lock/unlock to confirm programming has been completed.
That's it!

Strange. Mine took the program to unlock, lock, panic and remote start, but it will not start the truck. If I remote start it will but when I put the key in it shuts off and I have 5 sec to put another key in or honk alarms !
