No it's a thick adhesive foam. Still a terrible design. I always run a strip of butyl tape with them as well.

so the used raptor light I bought was a dud. the 3 red LEDs were burnt out. So I bought a nicer used raptor light. Those LEDs were burnt out too...

I find that very hard to believe. I ran my old truck, '13, with the raptor 3rd for 3 years, 100K miles, and didn't have any issues. You prolly have the wiring wrong.

my F150 (2013 Screw Platinum Eco) does not appear to have the 4th running light wire, but I plugged the raptor light into the harness (fits no problem). The cargo lamps work, but the brake light does not. Obviously the running lights won't work yet until I run that 4th wire, but shouldn't the third brake light still illuminate??

Yah it should. But two? Like I said, LED's are meant to last a lifetime. Having two in a row is almost impossible. Buy one new from the dealer, plug it in... if it works you know its bad lights, if it doesn't just take it back and start diagnosis.
