went to wrap up the install today. got pop n lock down in the proper orientation and bolted her down.
when i hit the lock button on my remote, the actuator appears to move all of its intended travel, however its not enough to fully push the factory linkage enough to lock the tail gate. unlock is no problem.
i then removed the nut to see if the pop n lock bracket could slightly re-positioned to get the factory linkage to move enough. no dice.
then attempted to grease the linkage. no dice.
then i slipped on a piece of vacc tubing onto the one finger of the actuator that pushes the factory linkage to the lock position (this would help push the linkage further). no dice.
not sure whats really the issue here given how easy of any install this should be. only thing comes to mind what clarkbre mentioned - remove the T-connectors and solder the wires on for potentially better voltage.

When I did my aunt's install, I had to bend the bracket a little, the actuator was contacting something and wouldn't function all the way like you describe. It looked like ot was, and also seemed free and clear, IIRC it was contacting by a hair. Been so long I can't remeber what it hit or which way I bent it.

I had the same issue. Mine came with a bad actuator. I ended up buying a cheapo 12v actuator off amazon that looked similar and it worked perfect.
You may end up needing to modify the new actuator to work with the PNL bracket, but it wasn't too difficult.

Did you drop it? Example, pop, lock, and drop it? please tell me I'm not the only young guy on this forum.
Sorry I have no useful insight, it was killing me seeing this thread and had to say it.

Thanks for the posts
sadly I have not resolved the issue. I unplugged the unit and just put the tailgate cover back on until i have more time. Which is soon!
as I mentioned, the first actuator was acting funny, so I exchanged it. New actuator functions better, but would really only work in the unlock direction (if it was the other way around I'd be happier). I attempted to correct this but was unsuccessful. At this point, I can only see things working by bending the actual arm on the one side so that it'll function when locking.
disappointing overall, this should have been a bolt on process.
