I figured I wasn't the only one with this problem. I will be replacing the ballasts this weekend to see if it makes a difference. I know it's uncommon for both ballasts to go bad at the same time but I have to start somewhere. I guess it's trial and error at this point.

If you haven't checked look at the connector that plugs into the oem headlight plug and make sure both pin and receiver aren't bent and are making contact. I've seen where the pin has pushed the receiver back and didn't make contact.

I appreciate everyone's help and input. Here is an update on my situation since l finally had time this past weekend to troubleshoot my problem. I changed out the ballasts and that still didn't fix the issue. Upon inspecting all the wiring, it turns out that I had a faulty connection between the conversion harness and the H13 harness plug coming from the truck. I noticed this because with the lights on, everytime I touched or manipulated this connection, my lights would flicker. I found this strange because, as I said before, I tried multiple conversion harnesses with no fix and my stock halogen lights also worked with no problem. Now I'm sure most of you may be against this but what I ended up doing was just cutting off the H13 connectors from the harness and from the truck, then hardwiring the 3 proper wires together. Boom, no more issues and the lights function properly. I know in the future if I plan on reinstalling my halogens I will have replace the H13 harness on the truck, but I will deal with that if need be. For now, I'm glad to finally have functioning headlights.
