They are morimoto 3five but only one is making the noise so it didnt seem right

Compared to cheap ballasts, the Morimoto are very quite when "ignited". I would contact TRS directly and I'm sure they will offer advice and/or replace the ballast. I would also take jcain's advice as well to eliminate a ground fault.
