Default Electrical Problem - Please Help

I have a 2011 SCREW XLT 4WD. I had no electrical issues with the truck prior to last night. I was installing an amplifier remote turn on lead by using an add a circuit fuse holder in Fuse 38. Prior to the install I verified with a multimeter that Fuse 38 was receiving 12V when the key was in the acc position and 0V when the key was off. In order to get the add a circuit to fit snug, I shaved a little plastic off of the side of the bevel so that the fuse holder would fit. With everything connected - No power at fuse 38 linkages. I removed the add a circuit and tested Fuse 38 and get no power with the key in off, acc, or on. Even though there was no power I put the factory fuse back in. Upon driving to work today, my power windows don't work (truck was running). All other electronics work fine. The radio still has the delayed shutoff with the key in off until the door opens. I've searched and searched and can't figure out what to test other than possibly the delay accessory relay. The only thing that doesn't work is the power windows (from any switch). Any thoughts on what I should check before I remove and inspect the passenger fuse panel?

Update: I removed and inspected the passenger fuse panel with no issues. I researched the delay accessory relay and jumpered the normally open circuit. The windows now work and the key doesn't have to be in. I checked the parasitic draw on the battery and it was too high (150 milliamps). I pulled the delay accessory relay and the current dropped to the right range (12 milliamps). I found my extra parts bag for the trailer brake controller that came with the truck new and the included relay is almost the exact same. By chance, I installed the new/extra trailer brake controller relay into the delay accessory relay slot and everything works as it should along with 12V at fuse 38 that is switched via the key. Problem solved!!!
