I verified that the lines to the IWEs were ok by disconnecting the vacuum hose and pulling a vacuum with a brake bleeder and leaving it attached like that for several days by zip tying the brake bleeder under the hood. The vacuum stayed where I left it (according to the gauge) and the IWEs never made a sound for the whole time I did testing.

I'm back on the symptom wagon again.
After replacing the solenoid with the Dorman 600-400 and the Motorcraft YG-429 my truck after a couple hundred miles started doing this.... (Not my video!)
I never had this symptom, accelerating or maintaining speed when the IWE noise occurs, previous to my the solenoid and check valve change. Mine used to only make noise upon coming to a stop.
So I put back in the OEM original solenoid and OEM check valve, took it to the dealer.
They performed tests within TSB 18-2273. Test results indicate that the valve failed and the IWE passed the test, and the solenoid did not change status. I'm guessing this implies the OEM solenoid failed. They replaced the solenoid with 7L1Z-9H65-B and check valve with AL3Z-19A563-A. So the OEM valve and the OEM solenoid were in fact faulty. Or at least the dealer declared them such. Now my Doorman solenoid and Motorcraft YG-429 check valve I have on standby for some future event of unknown origin or time.
I'll continue to monitor and report back if the symptoms are truly addressed or if they surface again.

I had the same problem. I have a 2012 Platinum with 117,000 miles on it. I did the very things you did in this post. I finally bought new IWE's from A1auto and replaced them even though they both had tested good. Got the new IWE's installed and this fixed my problem. No more grinding/rubbing noises. The IWE's from A1auto cost $110 for the pair and the work to replace them took me 4.5hrs. I had chased this problem for months. Part of reason it took me so long to diagnose was because when the outside temperature is above 60 degrees the grinding/rubbing noise would go away. I had to wait on winter temps to be able to prove I had fixed it.
