How to clean stubborn gunk from outside windows?

If you are lucky and your hard water stains aren't heavy you will be able to use vinegar, but some areas of the country the water is so bad only scrapping, 0000 steel wool, polishing compounds or harsh chemicals are your option.
Your best option to prevent stains is to get the water off immediately after washing or is sprayed by lawn irrigation. Put a good coat of wax on the car and windows and do it often. Leaving the stains will etch the windows and eventually nothing will help remove it, same for the vehicle finish.

And if it doesn't come out with anything stated above, the next step... I think even before steel wool.
You can pick up window scratch remover. The key ingredient in the kit is the Cerium Oxide. It will polish it out. With a bit on a drill it will remove small scratch. You could prob do it by hand with a new polish/waxing pad or similar that isn't abrasive
It's what's used to polish beveled mirror and glass edge. The sand and polish we all did in shop class with plastics. Same on glass but a powder mix for glass. Cerium oxide

Tried the JetDry and water/vinegar ideas over the past few days and still not coming clean. Didn't phase it. Finally got a chance to swing by Wal-Mart today. Picked up the Meguiars Ultimate Compound. Completely cleaned the window. It's spotless now! Still don't know what it was or how it got on that single window only but it's all good now! Thanks so much to everyone for all the advice!

Your OP reminded me of when we lived in Boca. I had a new 99 Scab and it would get the same kinds of water marks from the irrigation system at our condo. It sucked. Them water heads would spray twice a day and fubar everyone's car in the parking lot. You could not keep your ride clean.
I finally figured out how to disable the sprinkler head next to where I parked, They'd fix it, I'd break it. We played that game for two years.
Hated it so bad we moved to TN

Kidastra hit it on the head 0000 steel wool is what I used all the years I worked in the body shop to clean off glass if over sprayed. No matter how tight masked every now and then some got through. Most customers it was the cleanest their glass was since new and ever would be again lol.
