Default HID headlight turn signal bulb

So i have the chrome HID headlights and i plan on taking them apart and painting them this week. They will be flat black and the shroud of the oem headlight will hopefully be ptm.
My question is why is the chrome area by the turn signal bulb not painted even on the black? the stock oem ones? Do they need the reflection?

The reflectors are necessary for the lamps to provide adequate lighting/visibility

My guess would be to help project the turn signal bulb light. I'm running LEDs in my turn signals so it wouldn't really make much of a difference for me.
