I was pulled over on a bicycle in the city because I was riding on the sidewalk, had no helmet, and had no reflectors.
Best part I was 13 years old! Good thing I didn't have a drivers license otherwise I would have gotten demerit points.

I wasn't so lucky the other day.... I was moving along with traffic, except I was the idiot who didn't jam his brakes when everybody else did.
Cop pulled me over, took my license and sat back in his cruiser for the usual 20 minutes take-a-break-pretending-to-be-busy-while-this-sucker-is-waiting-for-his-ticket, then proceeded to hand it to me with the exact number, no bargaining, nothing. Barely said anything to me.

After I went from being a cop to combat readiness I was made Parking Lot Monitor (ticket guy) for the deployment center. Basically I was the guy everyone got pissed at. A cruiser parked in my commanders spot so I cited him. Soon after came a bang on my door. There stood MSgt Barney with ticket in hand telling me he needs my copy. I laughed, which seemed to upset him. He was wondering why I thought I could ticket a law enforcement vehicle. I told him a birdy said I could so unless he can make me see stars, leave. His commander an he made a visit to my CO. They were informed that the next time they park in his spot without it being an emergency he would have me tow it out. I made a lot of friends that day.

Usually common courtesy between EMS workers not to write tickets, that's a dick like move man

Many years ago I got pulled over by an AMBULANCE while racing someone!!! And they even wrote me a ticket!!! Wtf. Is this for real?? IT WAS!

Hm..maybe you know the answer then:

Is it legal for a cop to just park on the hard shoulder of a highway (with NO emergency lights on) and wait with his radar gun?

While a lot of people would instinctively say "a cop can do whatever he wants", I would argue that a police car with no lights/siren is no different than any other car, and should be bound by the same rules. Cars are not allowed to just hang out on the shoulder because they would pose a risk to other drivers.
A cop car should only gain special status (and allowed to break all rules) when his emergency lights and siren are on.

I really don't know the answer, I'm just wondering.

Yeah I'm a traffic officer in Missouri and I wouldn't give a first responder a ticket unless they were a huge a-hole, it's professional courtesy he might save my life one day you never know. But I a like to help people out on speeding tickets if they are nice and don't show attitude. Every officer has a different personality. Just my 2 cents
