If you mark the bolts before you loosen them up, will putting them back on to the same spot insure that they are torqued to the correct spec?

I wouldn't trust that. Bolts under high torque will actually stretch very slightly (which is one of the reasons why certain bolts are supposed to be replaced as opposed to re-used). If the bolt has stretched, you'll be under torqued when you go back to the marked location. But if you go too far, you can actually reach the failing point and shear the bolt in half.

I got one of these and a set of torque sticks from 50ft-lbs to 150ft-lbs in 10ft-lbs increments for $200ish (might be on the high side with the estimate, it was awhile ago). Also picked up a 250lbs torque wrench.
