What kind of brakes does your trailer have? Standard electric drum or are they electric over hydraulic disc brakes?
I test the trailer brakes out on every trailer I tow - they are always more than adequate to at least lock the trailer tires up with the manual slider.
If your trailer is for some reason set to use the trailer's on board battery as the power supply for the brakes rather than the trailer brake power, you would need the the fuse and relay to be installed for the brakes to work. I would think it very odd, but something to try.
In any case, you should install the fuse if your trailer has brakes - since the fuse and relay are what charges the breakaway battery on your trailer.

I would think the controller will lock any brakes up when slid right over, mine is usally set at about 8.5 gain and with moderate pedal pressure there is no locking but if I slide the manual over past half all 4 tires lock easily. Have to say it is a great controller, works in unison with the truck!
As for the parts in the bag, I did not install either the fuse or relay, everything works fine when towing... I didn't even know those parts were anything to do with the controller. Dealer probably should have mentioned but he didn't mention the rear camera plug either... I guess once they have the money they are polite, answer questions, but don't go too much farther.
OP - get the dealer to check out your system, your brakes should be locking when the gain is up and the manual slide is over!

The parts in the bag are for the 7pin harness, it gives the truck recharge capablilties for an onboard battery on the TT.

Thanks for the feed back
Took it in to dealer yesterday they found that brake wire blade in the 7 wire conecter on the truck bent and barely making contact with the trailer plug. They replaced the 7 way conecter on the truck under warenty and all is well. I was at the dealer only about 1 hour and got free coffee & donuts so it wasent the ordeal I was dreding.Bubbabud 2011 F150SC XLT with awsome trailer towing Ecoboost
