Engine Light Blinks when the Motor is off
So i go to start my truck up and i trun the key in the on position but not all the way to turn the motor over. The check engine light stays solid like it usually does, but then it starts blinking for like 3-4 seconds then goes back to solid. I trun the truck power off then on and nothing happens again. I hooked the truck up to a OBDI scanner with ForScan ran some test and got nothing. Took it for a drive and nothing! First thing I thought was some kind of Cat or Miss Fire problem but what puzzles me is why it wouldn’t happen on the test run.

Pretty sure that the blinking CEL is just telling you the truck isn't ready for emissions inspection, need to do some driving to give the computer a little more history. Once you turn the key to the on position without starting the engine and the CEL goes out after a few seconds then it is ready for inspection. You must have cleared codes or disconnected the battery recently.
